Lehi homeowners could see updated caps on residential solar and wind systems under a code amendment the Planning Commission heard Thursday, Aug. 13. The energy proposal was one of four items on the 13-item agenda not covered in the separately reported Perry Commercial rezone hearing. Vote outcomes had not been posted as of Friday, Aug. 14.

Renewable energy systems

A proposed amendment to Chapter 19 of the development code would change the maximum kilowatt capacity allowed for residential solar and wind energy systems. The specific kW figures were not published in the pre-meeting agenda materials. The amendment is a recommendation item that would advance to the Lehi City Council for final approval.

Daycare and preschool parking

The commission also heard a proposed amendment to Table 37.080, the city's off-street parking requirements, which would create a new parking category for preschools and daycares offering specialized therapy services. Those facilities operate with lower student-to-teacher ratios and different drop-off patterns than standard daycares, according to the city's agenda.

Currently, commercial daycares must provide one parking stall per 300 square feet of gross floor area, and in-home daycares require two stalls. No separate standard exists for therapy-focused programs, as we reported Aug. 6. The exact ratios proposed in the amendment were not published ahead of the meeting.

This item is also a recommendation to the City Council. No council date for a final vote has been scheduled.

Zone change at Center Pointe Drive

The commission held a public hearing on Lehi City's request to rezone 0.406 acres at 3455 N. Center Pointe Drive from Public Facility to Transitional Holding (TH-5). Applicant Jay Peterson's name appears on the item, though the reason for the reclassification was not stated in the public hearing notice or agenda.

Under Lehi's development code, the TH-5 designation is a placeholder zone for annexed land where no water has been dedicated, holding the property until full development services become available. The item is a recommendation to the City Council.

Water Department storage building exception

The commission considered an exception to Lehi's glass-facade requirement for the Water Department Storage Building at 2548 N. 300 West. The city's design standards mandate a minimum percentage of glass on public building exteriors; the Water Department is seeking relief from that standard for its storage facility.

Unlike the other items, this is a "consideration" action, meaning the Planning Commission has final authority to approve or deny it without a City Council vote.

Fence exception withdrawn

Homeowners Bryan and Adrianne Summers' request for an exception allowing an 8-foot fence at 1749 W. 525 S. was withdrawn before the commission heard it.
