The Lehi City Council denied Symphony Homes' bid to add a ninth lot to the Fox Trail Subdivision and unanimously tabled a request to shift 124 residential units within the Gardner Plumb development area at its Tuesday, Aug. 11, meeting.
The Fox Trail concept plan, which would have placed nine homes on a parcel at 2850 West 1500 North, failed 3-2. The Centerville-based builder had offered more than $60,000 in HOA funding and completion of a missing sidewalk segment as public benefits to justify the extra lot beyond what the underlying zoning allows.
Councilman James Harrison, who voted against the additional lot, said in an Aug. 12 Facebook recap that the concessions fell short. "The public benefit must extend beyond one HOA or the immediate neighborhood," Harrison wrote. "Zoning standards exist for a reason, and the threshold for exceeding them should be very high."

Symphony Homes first brought Fox Trail to the Lehi Planning Commission on Feb. 26 as an eight-lot plan. The builder revised it to nine lots by the July 9 Planning Commission session before it advanced to the full council, as we reported Aug. 5.
Gardner-Plumb transfer tabled 5-0
The council voted 5-0 to table Resolution #2026-46, Gardner-Plumb Group's request to move 124 equivalent residential units from the northern portion of its roughly 51-acre development agreement area in Holbrook to the southern portion near 2100 North and Redwood Road, west of Willow Point and the new Smith's grocery store.
The original Gardner Plumb Development Agreement, approved Aug. 13, 2024, divided the site into about 11 acres for a Lehi Public Works facility, roughly 5 acres for Strata Networks and approximately 36 acres zoned R-1-15 for residential development.
Harrison said the council wants to negotiate better terms before any units move south, including quality commercial development and meaningful parking solutions for the area. He noted the developers are not requesting additional units overall, only relocating vested density.
Pasture Walk outcome unclear
The council's agenda also listed Resolution #2026-47, an intent-to-annex resolution for the 4.4-acre Pasture Walk Annexation at 900 North 1000 West, petitioned by Jeanne Walker. No post-meeting source has confirmed whether the council approved, denied or tabled that item.
The Gardner-Plumb amendment could return to the council with renegotiated terms as early as the next regular meeting, scheduled for Tuesday, Aug. 25, at 7 p.m.
