Utah County commissioners are set to amend the county's opioid settlement fund budget and finalize the purchase of a condominium building Wednesday, Aug. 19, in two votes that carry direct financial weight for county taxpayers. The opioid fund has already channeled substance abuse prevention dollars to Lehi-area programs, making the amendment relevant to local families.

Opioid settlement fund

Juli Van Ginkel of the Utah County Health Department is presenting a resolution to amend the Opioid Settlement Fund budget. The agenda does not specify the dollar amount of the amendment or which programs would gain or lose funding.

Utah is receiving $543 million total from opioid manufacturer and distributor settlements, with roughly half flowing to counties based on population and local opioid impact, according to Utah Investigative Journalism. Payments began in 2022 and will continue over the next decade. State laws passed in 2023 and 2024 bar counties from using the money to replace existing program funding and require annual public reporting on how the dollars are spent.

The county has already directed some opioid-related funds locally. On June 10, commissioners approved an agreement with the Lehi Cares Coalition to pass through substance abuse prevention money for youth programs.

Freedom Commons purchase

Commissioners will also vote to authorize the Public Works director to sign closing documents for Building and Parking Unit One at Freedom Commons Condominiums. The seller is PEG PRV200 Freedom Office LLC.

The deal has been in motion since June 10, when commissioners first approved Purchase and Sale Agreement 2026-481 and amended the county's 2026–2028 Capital Improvement Plan to add the acquisition. The agreement has been amended three times since, most recently with a third amendment on the Aug. 19 consent agenda. Brittany Thorley of Public Works is presenting both the closing resolution and a related public entity affidavit.

Other business

The regular agenda also includes amendments to interlocal agreements with the North Pointe and South Utah Valley solid waste special service districts, a memorandum of agreement for bookmobile services with the Utah State Library Division, and sponsorship agreements for the Provo Autumn Jazz Fest and a commission event called "First Down Provo."
