A developer is offering to fund Alpine public works projects in exchange for a private-lane exception on Healey Boulevard. The proposal is one of three items headed to a public hearing before the Alpine City Planning Commission on Tuesday, Sept. 15.

The commission will meet at 6 p.m. at Alpine City Hall, 20 N. Main St. Planning Commission Chair Alan MacDonald signed the hearing notice Thursday, Sept. 3.

Healey Blvd developer deal

The first agenda item is a proposed development agreement for a parcel on Healey Boulevard (parcel #11:054:0449). A developer wants to build a subdivision that includes a private lane and one extra lot. Private lanes are not currently allowed in Alpine.

To get around that prohibition, the developer is offering to provide services for Alpine City public works projects. The hearing notice does not name the developer or detail what those services would be. Supporting documents are expected to be posted on the city's website shortly before the hearing.

Wildfire map

The commission will also review a proposed Wildland Urban Interface (WUI) map, which identifies areas where homes meet wildland and face higher fire risk. The state requires the map under House Bill 48, passed during the 2025 legislative session.

Without an adopted WUI map, Alpine could lose access to state firefighting resources. The Alpine City Council unanimously approved a related Cooperative Wildland Fire Management Agreement in May. At that May 26 meeting, Fire Chief Brian Patten said the agreement "ensures the state will cover costs for any wildland fire that becomes delegated" and "…relieves the city of financial liability."

If adopted, the WUI map would be folded into the city's Sensitive Land Ordinance, Section 3.12 of the Alpine Development Code.

Fence rules

The third item is a set of proposed changes to Alpine's fence, wall and hedge rules under Section 3.21.060 of the development code. The commission will consider five questions: whether to ban 8-foot solid fences, whether to prohibit chain-link fences citywide, whether to require property owners to notify neighbors before building a fence, how fence height should be measured and whether shorter fences near driveways should be required to improve driver sight lines.
