Lehi's Redevelopment Agency and City Council will vote Wednesday, Oct. 21, on a package of agreements that would formalize the Thanksgiving Point Housing Transit Reinvestment Zone and lock in two developer participation deals tied to it.
Both meetings are scheduled for 4 p.m. at the Lehi Civic Center, 131 N. 100 E., according to the Oct. 21 RDA agenda and the City Council agenda.
Three resolutions top the RDA's agenda. Resolution R2026-08 would approve an interlocal agreement between Lehi City and the RDA establishing the framework for the Thanksgiving Point HTRZ, a Housing Transit Reinvestment Zone. The City Council will take up its own version of that same interlocal under Resolution 2026-43, meaning both bodies must sign off for the zone to move forward.
Resolution R2026-07 would approve a participation agreement with Thanksgiving Point Station Development Partners LLC. Resolution R2026-06 covers a separate participation agreement with Stack Soccer Field LLC.
The Stack Soccer Field deal involves a roughly 3.64-acre site inside Lehi city limits, according to the May 12 RDA resolution text. Stack Soccer Field LLC plans to build multi-family housing on the property, and the RDA would provide financial support toward construction costs. The resolution names Paul Binns as RDA chairman and Jason Walker as executive director.
Details of the Thanksgiving Point Station Development Partners agreement have not been made public in the agenda materials reviewed.
All three resolutions have appeared on RDA agendas since at least May 2026. The Stack Soccer Field participation agreement was listed on the May 12 RDA agenda under a different resolution number, R2026-02, and reappeared on the June 9 and Oct. 13 agendas under R2026-06. The HTRZ interlocal appeared on the April 14 City Council agenda as Resolution 2026-29 before being relisted as Resolution 2026-43 on the July 14 and Oct. 21 agendas.
The Oct. 21 agenda attachment for the Stack Soccer Field deal is labeled "redline, conformed to Final TSP and Interlocal." That label indicates changes were made to align it with the broader HTRZ interlocal agreement.
The RDA agenda also includes a possible closed session to discuss pending or reasonably imminent litigation. No further details were listed.
The Oct. 21 meetings are open to the public. Residents needing accommodations can contact the city recorder at 385-201-2269. The agendas may be amended up to 24 hours before the meeting.
