Lehi's Planning Commission will consider 13 development and zoning items at a public hearing Thursday, Aug. 13, including a 10-lot subdivision that stalled in July and the Walker family's reworked proposal for commercial development on State Street.

The hearing begins at 7 p.m. at the Lehi Civic Center Council Chambers, 131 North 100 East.

Vivian Estates 5B returns

JDH Development's request for the Vivian Estates 5B preliminary subdivision, a 10-lot single-family project near 600 East and 300 East, was tabled at the Thursday, July 9 Planning Commission meeting and returns Aug. 13. No reason for the tabling appears in public records.

The broader Vivian Estates Phase 5 project has been moving through Lehi's approval process since early 2026. The Planning Commission recommended the zone change on the 11.58-acre site at approximately 2125 North 600 East on Feb. 26, and the City Council approved it March 24 as Ordinance #12-2026, changing the zoning from TH-5 (Transitional Holding) to RA-1 (Residential/Agriculture).

Walker development agreement

The Estate of Nancy Walker is bringing a development agreement for 2.581 acres at 915 W. State Street, a direct follow-up to the City Council's July 14 denial of the family's request to rezone the property from residential to heavy commercial.

Nearly 25 neighbors opposed the outright rezone at that meeting, citing truck traffic concerns near Trinnaman Lane, which already handles congestion from HADCO Construction and a UTA park-and-ride. Council member Emily Lockhart suggested a developer agreement at the July 14 meeting to narrow permitted uses.

"We are happy to come back to the table with an agreement," Debbie Walker told Lehi Free Press on July 23, after the council's denial. "No matter what happens, change is coming to Lehi. We can't stop it, it's happening."

The Planning Commission will make a recommendation on the agreement; final approval rests with the City Council.

  • Jay Peterson Zone Change: Lehi City itself is petitioning to change 0.406 acres at 3455 N. Center Pointe Drive from Public Facility to Transitional Holding (TH-5).
  • Development Code Amendments: Two code updates would revise the maximum allowed kilowatts for residential renewable energy systems (Chapter 19) and add parking requirements for preschools and daycares that offer specialized therapy with higher student-to-teacher ratios.
  • Belmont Flex Suites: Kairos Land Development seeks to condominiumize an existing building at 1552 North Boston Street into 10 individual commercial units.
  • Temple View Villas: Brent Ventura is requesting flag lot conditional use permits and preliminary subdivisions for two plats on Ohana Way (Plat B at 337 East, Plat C at 326 East), each with two single-family lots.
  • Greene Flag Lot: Mike Greene seeks a conditional use permit at 2001 W. 1500 N., the same address where the City Council approved a zone change from A-1 to R-1-22 on May 12.
  • McBride Flag Lot: Nathan McBride requests conditional use for a flag lot at 1175 East 900 North.
  • Fence exception: Bryan and Adrianne Summers seek approval for an 8-foot fence on the western property line at 1749 W. 525 S.
  • Glass exception: Lehi City requests an exception to the glass requirement for the Water Department Storage Building at 2548 North 300 West.

Residents can comment on any item by attending the Aug. 13 hearing in person. According to the city's public notice, agendas may be amended up to 24 hours before the meeting. The next Planning Commission regular meeting is Thursday, Aug. 27.
