The Highland City Council voted Tuesday, Sept. 15, to allow small-animal veterinary clinics and urgent care facilities in the city's Commercial Retail zone.

The council adopted two ordinances that day, according to a legal notice posted on the city's website. Ordinance O-2026-30 adds veterinary clinics as a permitted business use in the CR zone, which includes the Highland Mains commercial development at 5378 N 11000 N.

Ordinance O-2026-31 updates rules for motor vehicles, electric bikes and other devices on Highland's parks, trails, sidewalks and roadways. The legal notice does not detail specific speed limits, e-bike class restrictions or age requirements.

Residents who want to read the full text of either ordinance can visit the Highland City Recorder's office at 5400 W. Civic Center Drive, Monday through Thursday, 7:30 a.m. to 6 p.m., or call City Hall at (801) 756-5751.
