Utah County commissioners will meet twice in the coming days to hash out 2027 spending, with an estimated $3.25 million in trial security costs and an unfunded jail mental health unit among the budget pressures on the table.

The Board of Commissioners has scheduled budget work sessions for Tuesday, Oct. 27, at 11 a.m. and Wednesday, Oct. 28, at 10 a.m. Both will take place at the Historic County Courthouse, 51 S University Ave., Suite 319, in Provo. The sessions will cover the 2027 General Fund and other budgetary funds, according to public notices posted by the county.

What came up in September

A Sept. 15 budget work session, held in Pleasant Grove and led by Commissioner Aileen Conder, gave a first look at what county departments are requesting. The approved minutes show presentations from the sheriff's office, the county fire chief and the county attorney, among others.

Sheriff Mike Smith told commissioners his office faces rapid fentanyl growth across the county, difficulty retaining deputies and civilian staff, and facility expansion needs driven by population growth. His office listed 501 full-time employees, 46 part-time and 325 volunteers as of August 2026.

The single largest item Smith flagged was the cost of providing security for a high-profile capital murder case scheduled for a 12-week trial in late 2027. The sheriff's office estimated trial-related costs at $3.25 million: $250,000 for pre-trial hearings, $1.5 million for trial security at $125,000 per week and $1.5 million for jury sequestration covering food, lodging and security.

Overtime for pre-trial hearings had already totaled $92,845 between September 2025 and June 2026. A four-day hearing in July 2026 alone cost $120,000. The Fourth District Court reimbursed $43,407 of those costs.

County Attorney Jeff Gray also cited the case as an urgent fiscal year 2027 need, requesting $1 million in defense spending plus $456,888 for an additional attorney, a paralegal and litigation costs.

Jail and fire pressures

A women's mental health unit in the county jail has not opened because the county lacks funding for six additional deputies to staff it. The estimated cost: $974,600.

The jail kitchen, which prepares meals for inmates, deputies and the Meals on Wheels program, produced more than 1.03 million meals in 2025 and projected roughly 1.09 million for 2027. Staff reported that disposable supply costs have risen 30%, food packaging 13% and food prices 3% to 5%. The county has spent more than $20,000 repairing the kitchen's dishwasher, with more repairs needed.

County Fire Chief Patrick Carlson presented on wildland fire, noting the county's cooperative agreement with the state requires an annual participation match. That match was $650,000 in 2025 and $625,000 in 2026; the 2027 figure has not been set. In-county fire resources responded to more than 280 calls through the date of the September session.

What's next

The county's Oct. 21 commission meeting agenda included a resolution to tentatively adopt the 2027 budget, though it is unclear whether that vote took place. The next regular commission meetings are scheduled for Wednesday, Nov. 4, and Wednesday, Nov. 18, both at 2 p.m. Meetings can be watched on the Utah County Government YouTube channel.
