Builders of new homes and commercial buildings in Lehi will pay a public safety impact fee after the City Council voted Tuesday, July 28, to adopt Ordinance #33-2026, according to the meeting record.

The fee applies to residential and commercial construction and will fund new police and fire facilities as the city grows. The council held a public hearing at 7 p.m. at City Hall before voting on the measure, as we reported July 23.

The ordinance package includes three components: the Impact Fee Enactment Ordinance, an Impact Fee Facilities Plan, and an Impact Fee Analysis, both dated July 2, 2026, according to the meeting agenda.

The city has not yet published the specific fee amounts under the new ordinance. Lehi's most recent published fee schedule, updated March 2, 2026, lists Fire/EMT fees at $198.02 per single-family unit, $81.98 per multi-family unit, and $126.73 per 1,000 square feet of non-residential building. Police fees stand at $98.35 per single-family unit, $117.03 per multi-family unit, and $96.67 per 1,000 square feet of commercial space. Whether the new ordinance changes those rates or consolidates them under a single "public safety" category remains unclear from available documents.

The fee comes amid rapid growth along the I-15 tech corridor. Lehi's population reached an estimated 89,819 as of April 2026, according to Mayor Paul Binns' FY2027 budget letter, and the city issued 672 building permits for new homes and businesses in the most recent fiscal year. The same budget adds seven new police officer positions and allocates $390,000 to boost firefighter pay.

Councilman James Harrison previewed the meeting on Facebook on Monday, July 27, writing that the council would consider adopting an updated public safety impact fee facilities plan, analysis, and ordinance for future public safety facilities.

Downtown Facilities Master Plan reviewed

Earlier in the evening, the council's 4:30 p.m. pre-council session included a review of the Downtown Facilities Master Plan. Harrison wrote that the discussion would help guide the future location, use, and planning of city facilities in the downtown area.

No vote was taken on the plan. It was a working discussion item alongside a Heavy Rescue presentation by the Lehi Fire Department and a parking code discussion.
